FORT KENT — The U.S. Department of Agriculture is providing grants and loans totaling more than $11 million to communities in rural Maine to improve infrastructure and facilities. USDA Rural Development State Director Virginia Manuel says the awards will help improve health care, mental health programs and wastewater infrastructure in rural parts of the state. Here are the projects at a glance: — Winter Harbor Utility District: $2.3 million loan and a $2.3 million grant to upgrade a wastewater treatment facility and collection system to meet clean water standards and protect the waters of Henry Cove and the Atlantic Ocean. — Penquis Mental Health Association: $170,000 loan to purchase an existing residential facility for the Adult Residential Supported Living program. — City of Eastport: $2 million grant and a $2 million loan to upgrade the city’s wastewater treatment facility and collection system. — Kennebec Montessori School Inc.: $700,000 loan to construct a 2,400- square-foot addition to the existing school in Fairfield to accommodate expanded upper elementary classes. — Fish River Rural Health: $1.35 million loan to construct a medical facility in Fort Kent.
