Shell, Environmental Groups, Reach Settlement Over Monitoring Program

An agreement will require Shell to install and operate a fenceline monitoring program to detect "fugitive emissions" at its future Potter Township site. Under the agreement, Shell will also increase the frequency of monitoring of the plant's flares.
