    I would only use "scheduled at" in the "certain context" given by PF. If we are not fussed about the exact meeting time (because, for example, it is implied as always being at 11) but are asking about what day it is to be on, there is a similar decision to be made between on and for. On Monday we scheduled the meeting for Thursday.
