PROVIDENCE, R.I. — As it phases out free bus passes for low income elderly and disabled riders, the Rhode Island Public Transit Authority on Monday said as many as 3,000 free-pass holders have yet to apply for a new reduced-fare pass.On Sept. 1, RIPTA is slated to stop accepting the old blue and orange free passes, which in 2014 were used on around a quarter of the agency's rides.
