Land at a major Kirtland intersection is being eyed for a housing development.But first the owners need to get the property -- about 23 acres northwest of Route 6 and 306 -- rezoned from a commercial classification to residential.The proposal is in its infancy. Jeff Mills, who, along with his brother, inherited the property in 2007, recently filed a formal rezoning application with the city.
