STAMFORD — Revisions to the city’s animal welfare ordinance passed a Board of Representatives committee this week, the long awaited culmination of two public hearings and 14 months of discussion prompted by an earlier investigation that found the municipal animal shelter had adopted out vicious dogs. Revisions were initially intended to clarify language regarding dog adoptions, after an investigation in 2014 found the shelter had forged documents to adopt out dogs with aggressive histories.
