AlbanyIndustry groups appear divided over proposed state rules that would require more pay to workers for last-minute shift changes.On Tuesday, the Business Council of New York, an industry lobbying group, urged the state Labor Department to scrap its proposals and have the issue instead addressed by state lawmakers."This rule would impose challenging administrative compliance burdens on many employers, and would prove nearly impossible to deal with for some sectors," wrote Frank Kerbein, director of the council's Center for Human Resources.
