The non-profit organization in charge of revitalizing downtown’s Hemming Park is one step closer to having its public funding restored. A plan to change the language in the contract between Jacksonville City Hall and Friends of Hemming Park that would make it easier for the group to qualify for $150,000 it was set to receive in June was passed 6-1 by the Jacksonville City Council Rules committee on Tuesday.
