Crystal Lake Mayor Aaron Shepley said the city is on track for major street improvements that will cost taxpayers very little. Shepley said the city is on its way toward receiving about $4 million in improvements mostly paid for with state and federal funds. On Tuesday, the City Council unanimously voted to enter into an intergovernmental agreement with the Illinois Department of Transportation.
