Capt. Richard Conklin said members of the Narcotics and Organized Crime Squad obtained the phone number of someone who they heard on the street was selling drugs and called him to place an order for heroin. Conklin said that Maignan has a long criminal record that includes convictions for being a felon in possession of a firearm, escape from custody, tampering with a witness and numerous narcotics convictions.
