Passersby on 40th Street in Port Arthur would never know that the yellow house with a white rocking chair and rainbow of freshly-planted pansies out front was under several feet of water in August. "It was like walking through a marsh," said homeowner Allen Abshire, 78. After Harvey's floodwaters receded and the gypsum wallboard was cut out, you could see straight through Abshire's two-bedroom home into his bathroom.
