The second one is perfectly uacceptable. But if you put a comma, you would emphasise "today". So it might sound like "I normally don't eat lunch but today I did". WIthin the context of this dialect, the formation "on today" and "on yesterday" would be considered correct by those speakers, or they wouldn't be saying it that way.
