In Oregon, Lawyers For Foster Children Don't Even Have To Show Up

Oregon has no statewide system to monitor the quality of legal work for foster children. Instead, it leaves the contractors who do that work to police themselves. Even when complaints arise and officials conclude an absent advocate denied a child appropriate legal help, they rarely mete out consequences.
