LAKEWOOD — Four years ago, voters passed a measure to limit the pace of residential growth in Colorado’s fifth-largest city. On Tuesday, a new state law goes into effect that will snuff out what Lakewood residents decided at the ballot box in 2019, when a majority of voters approved a limit to the number of new housing units that can go up in the city in any given year. House Bill 23-1255, signed into law by Gov.
