WASHINGTON (AP) — President Barack Obama has vetoed legislation that would nullify a federal rule intended to protect smaller streams, tributaries and wetlands from pollution. Industry groups say expanding the scope of waters subject to the act's jurisdiction would lead to greater permitting requirements for landowners and greater legal liability.
