WASHINGTON — President Barack Obama and congressional leaders are congratulating themselves for their bipartisan tax-cut compromise, hoping to be viewed as pragmatists who can work across party lines.That may be smart politics as both parties compete for centrist and independent voters who will be pivotal in the 2012 presidential and congressional elections.
