NEW YORK (AP) — New York City's Taxi and Limousine Commission has accepted new rules governing app-based ride-hailing services. The commission initially required companies like Uber and Lyft to submit any proposed app changes for its approval. The providers said that would stifle innovation. The commission revised the rules after public comment. The companies are now required only to notify the commission of any changes. The commissioners voted unanimously on Monday.
