The last time a black lawyer became a circuit judge in Jacksonville was 20 years ago. From 1994 until a few months ago, a black candidate for circuit judge wasn’t even sent to the governor. Of the 35 circuit judges in the 4th Judicial Circuit, which includes Duval, Clay and Nassau counties, only one judge, Henry Davis, is black. Civil rights groups, the Florida Bar and court watchers say the lack of minority judges threatens to undermine confidence in the fairness of the judicial system and could lead to unfair rulings. read more
