Local nonprofit Arrow Child and Family Ministries hopes to raise the funds necessary to fill a gap in local services for foster children. Arrow, which provides adoptive homes, foster homes and emergency shelter services, is working to raise $2.75 million to build two new homes that will be able to house 20 children each and provide them with both emergency shelter services and residential treatment services.
