MONTICELLO - Police say they arrested a Monticello man twice in 24 hours on drunk-driving charges, both times with high blood-alcohol concentration readings.​Monticello police said they first stopped Ivan Velasquez, 50, at 9 p.m. Friday. Police said village officers and state troopers saw Velasquez's 2007 Dodge Caravan driving erratically on Forestburgh Road.
