ROCHESTER (AP) — A western New York grand jury has determined that the actions of a police officer involved in a fatal shooting were justified. WHEC says the Monroe County grand jury has declined to indict Greece Police Officer Jeffrey Fraser. Authorities say Robert Litolff pointed a rifle at the officer on April 5 while threatening to kill his wife.
