MEXICO CITY — Mexico’s government has publicly apologized for failing to protect the rights of an indigenous woman raped by soldiers in 2002. Interior Secretary Alejandro Poire offered what he called “the most sincere of apologies” to Valentina Rosendo on Thursday.
