The state's largest mental health care provider said a Beaumont judge's order to provide a treatment plan for Millet Harrison, a diagnosed schizophrenic, should be dismissed because it was made without the provider's consent, an appeal filed Tuesday said. Harrison, 67, has been confined to a mental institution in Rusk since he was found not guilty by reason of insanity in the 1994 slaying and dismemberment of his mother. Senior District Judge Larry Gist granted Harrison's request for a new hearing in March and ordered his release as an outpatient. Gist directed the Mental Health-Mental Retardation Authority of Harris County to create a treatment plan for Harrison, an order the Harris County health provider is appealing.
