Manitou Springs City Council on Tuesday approved a 50-year tax incentive agreement with the Pikes Peak Cog Railway that the owners said was needed rebuild and reopen the attraction. Oklahoma Publishing Co., which owns the Cog and The Broadmoor hotel, is "hoping" to secure construction contracts in July and begin work in August or September, said Gary Pierson, its president and CEO.
