STAMFORD-A city man was charged with throwing his ex-girlfriend to the ground and pinning her arm behind her back while trying to retrieve his possessions at an apartment in The Cove Wednesday night. Rocco Arlotta, 41, of Frederick Street, was charged with second-degree larceny, unlawful restraint, third-degree assault, breach of peace, interfering with a 911 call and third-degree robbery. According to a police report, up until about a month ago Arlotta had been living with a woman on Martin Street for about a year.
