While legislators on Capitol Hill can’t seem to accomplish much lately, Congressman Stephen Lynch is confident they will pass legislation to delay some changes to the National Flood Insurance Program for four years. Lynch and state Sen. Robert Hedlund met with officials and residents from more than a half-dozen towns Wednesday at Hingham Town Hall to discuss the legislation.
