CLEVELAND — Recent low inflation in the United States "is probably temporary" and should stabilize at about 2 percent, but whether the current, low national unemployment rate is good is uncertain, the chairman of the Board of Governors of the Federal Reserve System told an economic conference in Cleveland on Tuesday.
