TRIPOLI — A day after an errant airstrike killed several civilians in a residence in Tripoli, Libyan officials claimed Monday that NATO again struck a non-military target, hitting a compound belonging to an associate of Moammar Gaddafi and killing at least 15 people, including children. NATO officials said that coalition forces did hit the building in question — in Surman, 42 miles west of Tripoli — but that it was a “key Gaddafi command-and-control node” that was directly coordinating attacks against civilians.
