AUGUSTA, Maine — Before leaving office in January, Gov. Paul LePage will take the unusual step of releasing a two-year budget proposal looking to cement his legacy by cutting income taxes and providing funding for — or just eliminating — voter-approved Medicaid expansion. That document’s effect will largely rely on the outcome of the 2018 election to succeed the term-limited Republican governor.
