A plan for some seriously ill inmates to be released from custody for medical treatment is on its way to Gov. Rick Snyder's desk, having been approved by both the state House and Senate.Sponsored by Rep. Martin Howrylak of Troy, House Bill 5234 would allow a "compassionate release" or "medical probation" for a prisoner who is is physically or mentally incapacitated due to a medical condition that requires around-the-clock care or with a life expectancy of not more than six months.
