RICHBURG – Almost four years after giving Lancaster the economic brushoff for membership, the I-77 Alliance has warmed up to include the county in the regional partnership that lures businesses to the area. The county will join the alliance, which includes Chester, Fairfield, Richland and York counties, on July 1. “As far as I’m concerned, this ranks at the very top of the good-news scale,” said Lancaster County Council Chairman Steve Harper.
