(By Sue Stock and Andrew Shain, sue.stock@newsobserver.com) North Carolina's unemployment rate remained unchanged in July, while South Carolina's rate fell to 11.8 percent, the first decline in 11/2 years.For July, North Carolina's unemployment rate stayed steady at 11 percent, according to the N.C. Employment Security Commission. That's what it was in June and just slightly lower than the 11.1 percent rate in May.South Carolina unemployment in June was 12.1 percent, fourth-worst in the nation.
