After hearing testimony from Harris County Clerk Stan Stanart and other election officials, visiting state District Judge Suzanne Stovall ruled that not enough time for a trial and possible appeals remained. Guinn, who has worked for the constable's office 16 years, expressed satisfaction with the judge's ruling, noting, What we know is that 17 more people cast ballots for my opponent than for me.
