Judge: Fine Cabbie $25,000 For Turning Away Black Passengers

NEW YORK (AP) — A New York City taxi driver may have to pay $25,000 after a judge said the cabbie refused to pick up a trio of passengers because they're black. Administrative Law Judge Richard Kramer recommended the fine last month. It's subject to city Human Rights Commission approval. Kramer said cabbie Baqir Raza discriminated against Cynthia Jordan and her two daughters in October 2013. Kramer's decision says Raza said he was going off duty when they tried to hail his cab but then picked up two white women 25 feet away. Raza admitted violating city taxi rules but also told the rights agency the white women got in when another rider got out and he couldn't control the situation.
