The Jacksonville police union has told the city it won't be returning to the table to discuss proposed changes to officer pensions, saying the city breached the collective bargaining agreement by skipping an Oct. 31 meeting. City negotiators didn't show up to that meeting after the union team left a meeting that morning with union President Nelson Cuba saying the talks were a waste of time.
