DES MOINES — Statehouse Democrats want to bring lawmakers back to the Iowa Capitol to override Gov. Terry Branstad’s vetoes of funding for public education and state-run mental health facilities.Democrats in the Iowa Senate and Iowa House are calling for a special session of the Iowa Legislature to override Branstad’s vetoes of $55.7 million that legislators had devoted to the state’s public K-through-12 schools, funding for each of the state’s three public universities, and funding to keep open mental health facilities in Mount Pleasant and Clarinda.A special session must be approved by two-thirds of the legislators in each chamber, and any veto override must meet the same criteria, meaning Democrats would need Republican cooperation to override any of the Republican governor’s vetoes.“In the end, it is schoolchildren, college students and Iowans needing mental health treatment who will suffer because of the governor’s actions.
