MOUNT VERNON — A recent internal investigation into a now-former Skagit County sheriff’s deputy has revealed the man had inappropriate relationships with at least three women — one of whom was mistakenly released from the Skagit County Community Justice Center. The Skagit Valley Herald reported Wednesday that a Skagit County Sheriff’s Office investigation determined Josafat Gutierrez violated several department policies. According to the investigation report, Gutierrez violated policies regarding sexual activity and failure to act for not aiding in the apprehension of the woman released from jail.
