Public outrage over the recent shocking assault and gang-rape of a 23-year-old Delhi woman developed into outrage over India's much larger sexual violence problem, which is now turning to outrage against the police. It's not hard to see why: Three-fourths of the perpetrators of India's 24,206 rapes in 2011 are still at large, and that's not even including the rapes that go unreported, which are thought to be the majority of cases.
