INDIANAPOLIS — An Indiana House committee was considering a bill Tuesday morning that aims to shore up the state's bankrupt unemployment system and start paying back more than $2 billion in federal loans that have been used to make payments. If House Bill 1450 is passed as presented Tuesday, in 2013 the system would begin taking in more in premiums than it's paying out to unemployed workers and by 2020 would fully pay back the federal government.
