The gerund is the natural way to say that – not least, perhaps. because graduation could be taken to mean a graduation ceremony, rather than the fact of having now graduated. However, education systems vary from country to country, so the context is important.

Actually, after thinking about it, I think it sounds more common to say it as "Rosaline graduated with a Bachelor of Economics in business administration from Open University" with no commas. If you really want to say it as you originally wrote, which is perfectly acceptable, then commas do seem appropriate here.

Of your three versions, I prefer I graduated in Public Relations. But it sounds more natural (at least in BE) to say I have a degree/I am a graduate in Public Relations. You can then use "postgraduate degree" .

You can say "I have graduated from college" simply to state the fact that you have graduated, but if you want to specify the college or university or trade school or whatever, you say "I graduated from the University of Science". Hope that helps
