  • Goodbye or good-bye?
I am almost certain that the Chicago Manual of Style advocates for goodbye, but I don't have it handy to check. I believe that good-bye is an older usage. The tendency (at least in the American writing an editing profession) has been to eliminate hyphens when they don't add clarity or meaning.

  • When is it appropriate to use "see you later"?
Generally speaking, "see you later" is just slang for goodbye. I have heard it used in all of the situations you list in your question. The order you present matching the order I would give them for frequency/commonness. When you will be seeing the person again later that day. All the time.

  • "Ta" and "ta-ta"
tata. also ta-ta, "good-bye," 1823, a word first recorded as infant's speech. Abbreviation T.T.F.N., "ta-ta for now," popularized 1941 by BBC radio program "ITMA," where it was the characteristic parting of the cockney cleaning woman character Mrs. Mopp, voiced by Dorothy Summers.

  • Are there any words in English meaning "goodbye forever"?
'Farewell' has a ring of finality about it (and a hint of antiquity); 'Goodbye forever' itself is extremely poetic but could be used. Many people expect to see each other electronically if one party is merely emigrating; many people expect to see each other in another place (state?) if they believe in an afterlife.

  • Goodbye forever
Japanese for 'goodbye'; however, it carries more finality. Instead of being used at the end of a day, as in "Goodbye see you tomorrow," it would be used in situations where you will either not see the person for a long time, if ever again. From urban dictionary. Sometimes you find exactly what you are looking for.
