Former Volusia County Councilman Andy Kelly is running for Supervisor of Elections.Kelly, 57, is the first person to vie for the elected position being vacated by Ann McFall, who has been in the post for 12 years and has been in elected office a combined 28 years. McFall has said she will retire at the end of her term in 2016.Kelly was the District 1 County Council representative from 2007-2012.
