STOCKTON — Former Stockton Mayor Anthony Silva was formally sentenced to one felony conflict-of-interest charge that closed a three-year financial-malfeasance case on Monday morning in San Joaquin County Superior Court.Judge Charlotte Orcutt sentenced Silva to 90 days in county jail, however, attorney N.
