By ELIZABETH CAMPBELL FOREST HILL -- It is too late to put a recall election of two city leaders on the May 8 ballot despite a second review that determined that there are enough valid signatures to put the issue before voters this spring.Earlier this month, City Secretary Grace Edwards rejected recall petitions for Mayor James Gosey and Councilman Dulani Masimini, saying that the proponents failed to get the required signatures.The petitions accuse Gosey and Masimini of misconduct, violation of the city charter and abuse of power.
