In 2001 Rick DuCharme founded a volunteer group whose goal was to curtail euthanasia at Jacksonville’s animal shelter. At the time about 20,000 animals died there annually. By 2013 intensive adoption and spay/neuter programs citywide led Jacksonville to no-kill status, and DuCharme had discovered an additional need to address in the pet world.
