A blaze on the roof of an Upper East Side high-rise sent massive plumes of smoke billowing into the air Tuesday afternoon, according to fire officials and photos. The fire was reported just before 2 p.m. at the 21-story building on East 66th Street near Third Avenue, fire officials said.
