Grace Davis, a native of Jamaica, shed a few tears as she stood and recited the oath of allegiance, one of the last steps in her long journey to U.S. citizenship. “Finally I’ve made it,” she said, with a wide smile. “I have become a citizen.” Davis has been in the United States for 27 years.
