Only a few thousand people are expected to cast ballots Tuesday in a special election for central Jacksonville’s District 13 seat in Florida’s House of Representatives. “Hopefully, we’ll get four or five percent” of voters to show up Tuesday, said Supervisor of Elections Jerry Holland.
