Delray Beach is a lively affair with its downtown restaurants, bars, stores and live music. But with all that fun comes responsibility. The crowds can lead to noise issues and littering. Now, city officials want to curb these kinds of infractions. A civil citation program will take effect Tuesday in Delray Beach, meaning both residents and visitors of the city could risk a fine for violating city rules. For the month of October, only warnings will be given to allow for a “grace period” to “help everyone understand the regulations and correct any behavior that may lead to a citation,” according to the city’s Code Enforcement Division. Starting Nov.
