By David Gutman Robin Capehart has resigned as president of West Liberty University, but will stay on as a "legislative liaison" and consultant through the end of the year, the university announced.Capehart, a former Republican Party chairman and gubernatorial candidate, was due to appear before the state Ethics Commission in April on a 13-count charge that he violated the Ethics Act by using his public office for private gain.He was accused of using university staff and resources to benefit his privately owned motion picture production company, Flyover Films.
